Yes but readers are notoriously innumerate when numbers are presented in word format.
The authors have a fair idea what they're up to, and know that a proportion of the readers will see

A tenth of them are jihadi fanatics and there's about 15 million.
A bloke down the pub's daughter moved to the city and a bunch moved in next door.

See also any news report of shortfalls in funds/cuts etc.
